A New Decision by the Minister of Interior Regarding Commercial Activities Related to Traffic Management

Controls for delivery companies

- Must own between 5 and 30 light transport vehicles, to which 15 bicycles will be added later

- The vehicle must not be more than 3 years old at the beginning of the license and its service ends at 7 years from the date of manufacture

- The bicycle must not be more than 2 years old at the beginning of the license and its service ends at 4 years from the date of manufacture

- Yellow plates "Public" and "Sediri" special for the driver of the vehicle and a phosphorous helmet for the driver of the motorcycle

- Motorcycles may not be used for transportation on ring roads and expressways

The First Deputy Prime Minister, Minister of Defense and Minister of Interior Sheikh Fahd Al-Youssef issued a ministerial decision amending Article 8 of Ministerial Resolution No. 271 of 2020, to regulate the activities of freight transport companies, deliver consumer orders and provide logistics services. The suspension of licenses for freight transport companies remained, while the door was opened to granting licenses to consumer order companies and logistics service providers. Transport of goods

The decision stipulated the suspension of issuing new licenses for motor vehicles in companies and institutions that practice or wish to practice the activity of transporting goods. According to the amendment, companies and institutions that currently practice this activity may replace new vehicles that are out of service according to the controls set by the General Traffic Department.

Delivery of orders

Article 8 in its new form, after the amendment, stipulated in its third paragraph 9 controls for companies and institutions that wish to practice the activity of delivering consumer orders, which must be achieved in order to obtain approval from the General Traffic Department to practice their activity, namely:

1- The company or institution must have one branch to practice this activity, and it must be in a suitable location that does not obstruct traffic according to the controls set by the Traffic Engineering Department.

2- The company or institution must own at least one of the following numbers of vehicles: A number of private light transport vehicles not less than 5 and not more than 30, provided that the load of each does not exceed 2 tons, to approve the practice of the activity and its continuity, and after providing the minimum number of vehicles, it is permissible to add motorized bicycles not exceeding 15.

3- The age of the private light transport vehicle at the beginning of the license to practice the activity should not exceed three years from the date of manufacture, and its service in this activity should end at seven years from the date of manufacture.

4- The age of the motorized bicycle at the beginning of the license to practice the activity should not exceed two years from the date of manufacture, and its service in this activity should end at four years from the date of manufacture.

5- Yellow metal plates (public) are issued to practice this activity.

6- The driver of the vehicle is obligated to wear a "sadiri" specific to the company or institution, the specifications of which are determined by the Technical Inspection Department of the General Traffic Department.

7- Add lighting to the attached box and place reflective light strips behind the boxes of motorized bicycles.

8- The driver of the motorcycle to deliver consumer orders must wear a helmet while driving the motorcycle, and it must be in a phosphorous color as determined by the General Traffic Department.

9- Motorcycles may not be used for transportation on ring roads and expressways.

The article also stipulates that companies and institutions currently practicing this activity may replace those out of service with new motor vehicles, and modify the types of vehicles owned by them according to the nature of the activity, upon the expiration of their operating license to be consistent with the commercial activity and the needs of the company or institution and the purpose of the license in accordance with the terms and conditions specified by the decision.

Logistics services

The decision stipulates that companies or institutions wishing to practice the activity of providing logistics services must obtain approval from the General Traffic Department to practice this activity, in accordance with the terms and conditions specified by the department. Companies and institutions currently practicing this activity may also replace those out of service with new mechanisms in accordance with the terms and conditions specified by the General Traffic Department regarding the minimum and maximum limits, the expected lifespan and types of these motor vehicles.
